乔治亚州的州鸟是棕色长尾鸟。州花是查拉几玫瑰。1996年亚特兰大奥运会在这里举办。

历史沿革

乔治亚州早期为印第安人聚居地,最初为西班牙人发现。1733年英国移民于此地开垦,是英国最初在北美建立的第13个殖民地,以英王乔治二世的名字命名。

1788年乔治亚批准了联邦宪法,成为第四个加入美利坚合众国的州。
1861年初脱离联邦,成为南方邦联的最初成员之一,是美国内战的主要战场。
1870年重新併入联邦。

州长:内森·迪尔(Nathan Deal)。共和党人。2010年11月当选佐州州长,2011年1月就任。
副州长:凯西·凯格尔(Casey Cagle),共和党人。2006年11月当选佐州副州长,2007年1月就任,2010年连选连任,是佐州历史上第一位共和党副州长。
州务卿:布莱恩·肯普(Brian Kemp),共和党人。2010年1月8日,当选并就任佐州州务卿。

经济概况

直到18世纪末,乔治亚的发展一直都很缓慢。19世纪上半叶,以奴隶制和种植园为基础的棉花种植业使佐州的经济获得迅速发展。20世纪20年代初,由于棉铃虫害袭击佐州,使该州棉花种植业遭受致命打击。二战期间,佐州成为美国的步兵训练营和飞机、军舰等军需品的供应基地,联邦政府的巨额投资为佐州的经济恢复和转型提供了良机。战后,佐州摆脱单一的农业经济,逐步走向一个以工业为主、农业发达的多元化经济。进入20世纪90年代,佐州发展加快。亚特兰大地区成为该州发展的核心。
2012年GDP为4335.69亿美元(同比增长2.1%),占全美经济总量的2.8%,居全美50个州第11位。15家《财富》500强企业总部位于佐州,包括:家得宝、UPS、可口可乐、达美航空等。
乔治亚州经济发展署(GDEcD)是乔治亚州的官方宣传机构,负责吸引新企业落户,鼓励本州大中小企业拓展业务,协调培训企业所需的劳动力,为乔治亚企业开拓新的国际市场,并推动乔治亚州旅游业的发展。同时,乔治亚州经济发展署也致力于将乔治亚打造成为一个适合开发艺术、电影、音乐等项目的理想选择地。经济发展署还负责规划以及协调州内资源来促进乔治亚州的经济发展。

工业

纺织、运输设备製造(飞机、船舶、轿车、卡车等)、食品加工、造纸等製造业是佐州第一大产业,其中纺织工业在佐州的经济构成中占有重要位置,该州生产的簇绒地毯占全国总量一半以上,奥古斯塔、哥伦布、梅肯和罗马是该州的纺织工业中心。汽车和飞机製造集中于大亚特兰大地区,着名的军用飞机製造商洛克希德·马丁公司在马瑞埃塔设有专厂,为美国空军製造“大力神”运输机和F-22战斗机。湾流飞机公司总部位于该州萨凡纳市。通往大西洋的两个深水港萨凡纳和布伦斯威克是佐州的船舶製造基地。佐州还是美国主要的纸张、纸板产地之一。

农业

税收环境:乔治亚州是美国实行“以总收入为单一标準计税原则”(“single factor gross receipts ”)徵税方法的十三个州之一。同时,乔治亚州也不像美国许多州都採用的所谓“对企业实施的营业税追溯原则”(“throw back rule”),也就是销售给外州的货物或服务收入若未被当地州徵税,则本州对此徵税。

投资鼓励政策

税收鼓励政策

第一:单因素分配法
2005年,乔治亚州成为西南部第一个採用“单因素总收入分配法”的州。该方法仅将公司在州内的收入作为州所得税的计税因素。传统的方法则将公司在州内的财产和工资均作为州所得税的计税因素。目前全美有13个州採用该方法。单因素法降低了开展跨州业务企业的实际税率。此外,乔治亚州不使用所谓“反射法”,即若消费者所在州未徵收公司在该州销售的所得税、则公司所在州要予以徵收。
第二:公司税抵免
包括就业税收抵免、港口税收抵免奖励、高质量就业抵免、研发税收抵免、大项目抵免、影视娱乐产业抵免、儿童保健抵免、工作机会税收抵免等。乔治亚州将所有郡按发展水平分为四类(1类为最不发达,4类为最发达),在发展水平较低的郡投资可获得更多的优惠。
1. 就业税收抵免。该优惠适用于以下行业:製造业,包括但不限于製造太阳能、风能、电池、生物能源、生物燃料、电动车等新能源;仓储物流;加工;电信;广播;旅游;研发;生物医疗;老年及残障服务等。
2. 港口税收抵免奖励。该优惠适用于满足就业税收抵免或投资税收抵免条件、使用乔治亚港口并在一年内进出口增加10%以上的企业。基期运输量必须至少达到75吨、5个货柜或10个20尺标準箱。若基期达不到上述规模,计算增加幅度时亦按上述规模计算。该税收抵免最多可用于抵免公司州所得税的50%。未使用的抵免额度可结转10年内使用。
3. 高质量就业抵免。在12个月内创造50个以上、薪资在郡平均工资110%以上的工作岗位的企业,可在5年内获得每个岗位2500-5000美元/年的税收抵减额度。7年内新增的就业均适用于该优惠。该政策允许在其他应缴税款都抵免后抵免州工资预扣税,并可在10年内结转使用。
4. 研发税收抵免。抵免额度为(研发费用 - 基础额度)*10%。基础额度为公司在乔治亚州内收入的一定比例。研发税收优惠可在使用完其他优惠后,在州所得税50%的额度内继续抵免。如仍未使用完抵免额度,可继续抵免州工资预扣税,并可在10年内结转使用。
5. 大项目税收抵免。创造1800个以上新增就业,且至少投资4.5亿美元或支付工资达到1.5亿美元/年以上的,可在5年内申请每个岗位5250美元/年的税收抵免。
6. 影视娱乐产业抵免。在乔治亚州境内投资于特定产品超过50万美元的,可免除20%的应纳税额。50万美元可以为一个项目或多个项目合计金额。若在项目宣传中加入乔治亚标誌和网站连结的,可再获得10%的抵免额。特定产品包括主题电影、电视剧、广告、音乐剧、卡通片、电子游戏等。该项优惠可用于抵免州所得税或州工资预扣税,还可以一次性转售或转让给其他州内纳税人。
7. 工作机会税收抵免。该项目由联邦推行,旨在促进私营企业更多雇用9个就业困难群体的人员。参与的企业可获得每个员工抵免1200-9000美元联邦所得税的奖励。僱主需向乔治亚州劳工局提出申请,以认可其雇用了目标群体人员。目前操作中,仅批准为雇用退伍军人的企业提供上述抵免。
第三:免税政策
1. 销售和使用税免税。乔治亚州对一系列产品和服务免除州销售和使用税,如:製造业机械设备、工业机械维修、工业材料和包装、製造业使用的能源、基础材料处理设备、污染控制设备、高科技企业的电脑软硬体、房间清洁设备、用水、电信服务等。
2. 存货免税。企业存货免交州财产税。超过6成的乔治亚郡、市实行了一级自由港免税政策,免除下列动产的财产税:製造或生产用的原材料、半成品和存货;生产后存放在乔治亚州不超过12个月的货物;1月1日存放在乔治亚州仓库、码头,将在12个月内运往外州的製成品。州以下的地方政府还可以将自由港免税政策提升为二级,即免除一级政策範围以外的其他存货的地方财产税。

第一:招聘协助
乔治亚州劳动厅通过发布招工信息、收集并检查申请材料、提供面试场所、安排面试、举办招聘会等方式帮助企业进行招聘。
第二:“快速启动”员工培训
“快速启动”是全美知名的劳动力培训项目。该项目帮助企业在合适时间评估、选择、培训合适的人员。在乔治亚州开办或扩大製造、分销、总部和顾客服务业务的企业可免费享受如下服务:劳动力战略谘询;招聘前的评估;定製化在职培训;领导力和生产力提升培训等。
第三:“建设乔治亚”项目

第四:再培训税收抵免
企业直接用于培训的投资可以抵免应纳税额。该政策适用于所有的乔治亚所得税纳税人。在企业用于再培训全职员工费用50%的额度内,可按照员工数每人每年抵免500美元税收。
第五:“帮助优秀学生”奖学金计画
该计画可为在乔治亚州高等院校和公立职业院校就学的学生提供金融支持,并为乔治亚州居民在州内技术院校学习资助学费,而不论其高中成绩如何、何时毕业。
第六:乔治亚州大学系统经济发展项目

其他鼓励政策

第一:小企业服务

乔治亚州现有企业已在州内运营製造或电信设施达到3年,并新增製造或电信设施投资超过5万美元的,可申请抵免相当于投资额1%-5%的税收。投资支出包括但不限于为製造或电信设施购置土地、修缮、建设及购买机械设备的支出。

“帮助优秀学生”奖学金计画
